How can i curl my hair if i have short top layers?

my hair is layered and my top layers are short-ish


i lke curling my hair but i usually just curl my hair back :/


and i try to make loose curls but since my top layers r short so i cant grab those with my curling iron :/ any tips? thx :D


oh yea and is it possible to get my hair like this if i get short layers? and wat would i need to do?
